Bringing three Americans home.

In 2015 and 2017, North Korea detained three American citizens: Kim Dong Chul, a Virginia resident sentenced to 10 years of hard labor on espionage charges, and Tony Kim and Kim Hak-song, two staff members of the Pyongyang University of Science and Technology.

Caleb Bonham and his team led FreeUSA3 through DCO, the predecessor firm to DCO Global, building a bilingual national advocacy campaign from the ground up and developing its narrative, creative, and digital presence to keep the men’s cases in front of national media, Congress, and the administration. He coordinated messaging with the families, members of Congress, statehouse legislators across the country, and advocacy partners to ensure the detainees were not forgotten.

On May 9, 2018, all three were released and flown home with Secretary of State Mike Pompeo. The campaign was nominated for a Pollie Award.

One narrative for a national mission.

Octagonal framework of sectors converging on a single center, with the line Multi-sector, one narrative
The challenge

ARI had grown from a regional research nonprofit into a national platform spanning three federal tech hubs, defense acquisition programs, and international partnerships. The opportunity was to tell that broader, highly technical story in one clear voice for every audience it served.

The work

As Senior Vice President, Caleb Bonham led ARI’s repositioning and executive engagement strategy, turning a technical mission into one narrative that held up with every stakeholder. He built a brand architecture and messaging system around rapid acquisition and a multi-sector framework spanning semiconductors, AI, biosecurity, advanced manufacturing, and energy, and accelerated sub-brands for ARI’s three federal tech hubs: Silicon Crossroads Microelectronics Commons, Heartland BioWorks, and MACH H2.

That narrative carried into ARI’s Rapid Acquisition Marketplace, which shortens federal procurement timelines by connecting government buyers with pre-assessed, pitch-ready technologies and won GovForum’s Disruptive Program Award. Caleb coordinated its branding and communications, and directed the campaign creative and stakeholder materials ARI used in Washington with DARPA, NSWC Crane, the Chief Digital and AI Office, and the Defense Innovation Unit, which awarded ARI a $600 million cooperative agreement to administer its Defense Innovation OnRamp Hubs.

He also led executive engagement and business development, representing ARI at national defense and technology conferences, building relationships with government, industry, and investment leaders, and opening doors with international allies. Op-ed development and national press placement carried the story across defense, government, and tech audiences.
